Completion parts must belong to the same implementation

Learning principles and skills for modelling and analysis of MIMO systems, and design of multivariable continuous-time and discrete-time control laws and state observers with pole placement and LQ methods using Matlab and Control System Toolbox.

Note 4 requires excellent skills in analysis and good skills in design. Add excellent design skills to gain the note 5.
