Acquainting the students with theories and viewpoints explaining the operation and steering of higher education systems.

Contents

Introduction into comparative research of higher education systems.
Theories of higher education steering - steering by government, the market, and by academic profession.
The international dimension of higher education policy and steering.
The Finnish system of higher education administration and steering in an international frame of reference.
