Specialization in Administrative Science [Period I]

The aim of the course is to acquaint student with selected concepts of policy analysis trough a practical case study in one policy sector and cross sectorial coordination related to selected case.  The student should familiarize oneself with substance of professional work and practices, as well as, special features of organization and management within in one policy sector. After the course student has gained expertise in one policy sector and one branch of policy analysis. In addition, student is able to identify the concepts used in the case study as part of policy analysis literature as well as recognize the problems related to sectorial approach.  With the help of recent literature on selected concepts and substance area students are able to map the backgrounds and explain the approaches in resent policy initiatives.

Specialisation in Local and Regional Governanc [Period I]

Leadership for sustainable change is an online course on sustainability and change leadership. It is aimed at master’s level students, but is also open for students at all levels and fields. The course is taught in collaboration with University of Helsinki and Tampere University.

Students study the online learning material, including text, video and assignments, at the MOOC platform. In an online study group, the student takes part in a project work, in which a sustainability change project plan is designed.

The course consists of  an overview to approaches to KM and its benefits in public organisation, and case examples on research projects provided by visiting faculty, senior project researchers and PhD students working in the field of administrative sciences and management studies. Researchers will highlight the practical decisions, solutions and challenges related to different stages of their research and their research project potential to KM in public organisations. The students will write a paper in which they will reflect the lectures and the literature provided by the lecturers.

Aim: developing a tabletop game of biodiversity offsetting in collaboration with the Offsetting Game research project. Course consists of lectures on biodiversity offsetting, gamification and game design, of game testing sessions and a final Game Jam where small groups develop their own offsetting game designs

In the Degree programme in Information studies and Interactive media (ITI) and in the Master's Degree Programme in Internet and Game Studies (IGS) this course can cover following courses:

Opintojakso HALHAS21 Governing hybrid organizations voi sijoittua tutkinnossa joko valinnaisiin opintoihin tai vaihtoehtoisesti osaksi julkisen talousjohtamisen tai hallintotieteen maisteriopintoja seuraavasti: HALHAS21 kurssin (5 op) suorittamalla voi korvata julkisen talousjohtamisen opintosuunnassa kurssin HALJTS04 Julkinen talousjohtaminen ja muuttuvat hallintorakenteet (5 op) ja hallintotieteessä HALHAS19 Johtamisen ja julkisen politiikan tutkimus ja ajankohtaiset kysymykset (10 op) puolet suoritusvaihtoehdosta 1 (Strategia ja muutoksen johtaminen). Specialisation in Public Law [Period IV]

The course will be taught in English in the beginning of the IV period. The preliminary theme of the lectures is "The multi-level protection of human rights in Europe through the interaction among ECtHR, CJEU and Constitutional Courts". 

The lectures will cover the following topics:

1)      The concept of law and protection of human rights: aspects of legal theory (Prof. D’Alessandro)

2)      International, EU and domestic law related to the protection of human rights in the Italian Constitutional Court’s perspective (Prof. D’Alessandro).

3)      The supreme principles of the Constitutional order as a limit for EU law: the “counter-limits” doctrine and the “Taricco” saga (Prof. D’Alessandro).

4)      In search of “the system of systems” of human rights protection in Europe: the interaction among the domestic, ECHR and EU systems of human rights protection according to the relevant norms (Prof. Colacino).

5)      A matter of principle(s): fair balance, margin of appreciation, hierarchical supremacy and the “best-protection” clause (Prof. Colacino).

6)      The Italian Constitutional Court approach from the “twin” judgments of 2007 and the gradual “internationalization” of the domestic jurisdictions (Prof. Colacino).
