The project examines part-time and temporary employment and transitions to full-time employment in Finland by combining the perspective of employees, employers and public employment services.
- The aim of the study is to generate new knowledge regarding the development of the partial unemployment and adjusted unemployment benefits and how Finnish employment services are implemented for different part-time and temporary employees.
- Secondly, it aims to evaluate whether there are hidden “bureaucratic traps”, which make the benefit claimants hesitant to accept short-term and part-time job opportunities.
- Finally, it aims to identify issues regarding the employers' obligation to offer extra hours to the part-time employees already on their payroll before hiring additional labour.
The research is funded by the Finnish government's analysis, assessment and research activities (VN TEAS).
