Tampere Higher Education Cross-Institutional Studies
Tampere University, Tampere University of Applied Sciences (TAMK) and the Police University College of Finland have signed a partnership agreement that provides their degree students and exchange students (who are registered at attending) with the opportunity to complete courses at a partner institution and have the credits count towards their degree. Students studying for a vocational teaching degree at TAMK are also able to undertake cross-institutional study at the partner institutions.
The application form for the studies in the academic year 2024–2025 opens August 1st. Please be aware that the right to study granted under the cross-institutional agreement will only entitle you to complete the courses and units that you specifically select in the cross-institutional study service. The cross-institutional right to study will remain valid for one academic year at a time. However, summer courses offered before the start of the next academic year can be completed until 31 August annually. If you have not completed your selected courses by this deadline, you must reapply for the cross-institutional right to study for the next academic year if you are still looking to complete them.
Before you apply for cross-institutional study, please consult the guidelines provided by your faculty or school to make sure the credits can be counted towards your degree. Then you can file an application through the cross-institutional study service. You can apply for cross-institutional study until the end of May. If you have been previously admitted as a cross-institutional student and are looking to complete more courses under the scheme, please log in to the service and select more courses.
Please note! You do not need to apply for admission through the cross-institutional study service if:
- you are looking to complete courses offered by your home institution, or
- the right to study granted to you by your home institution entails the right to take courses at a partner institution.
Instructions for students at the Police University College
- Please read the guidelines provided by the Police University College.
- To browse the courses offered by TAMK and Tampere University, please go to the website of the cross-institutional study service. You can filter the search results based on the institution and the language of instruction.
- To apply for cross-institutional study, you need to fill out the Open University’s application form. Please note that there is a separate form for TAMK and Tampere University!
- After submitting the form, you will receive more detailed instructions by email.

The present degree and exchange students of the Tampere University can apply for studies at Tampere University of Applied Sciences (TAMK) and Police University College (Polamk).
Cross Institutional studies are available for viewing in the cross-institutional study service.
Exchange Students: You should check beforehand that studies taken in these institutions will be approved by your home university. TAMK is Erasmus eligible.
The maximum amount of cross institutional studies is limited to 40% of the exchange studies per semester, and to 10-12 credits for degree students per semester.
Study planning
As a degree student at the Tampere University, you are often quite free to choose optional studies for your degree. The cross-institutional studies improve your chances of selecting versatile optional studies for your degree.

How to apply
Tampere University of Applied Studies
In order to complete studies at Tampere University of Applied Studies (TAMK) you must apply for the right to study for the courses you wish to take. Make sure to apply for the right to study well in advance so that you have enough time to sign up for the studies according to the schedules of each individual institution. To apply, go to the cross-institutional study service, pick your desired courses in your study basket and confirm your application for the right to study. After confirming, it is important to follow the instructions provided by TAMK.
Please note that you do not need to apply for the right to study through the cross-institutional study service if your own degree entitles you to the concerned courses at another institution. If you feel unsure about the rights to study gained at other institutions through your own degree programme, check with your own faculty.
Enrollment in course implementations and notification of approved enrolment
You can enroll in the studies you selected using the Student's Desktop PAKKI (https://pakki.oma.tamk.fi -> HOPS/Individual Study Plan -> Enrollment). When enrolling, keep in mind that a single course may have several implementation rounds and only a certain course implementation is offered for cross-institutional studies (check the number). Please, check the course schedule, prior knowledge requirements and any other study arrangements from the course implementation plan.
Make sure you enroll well in advance during the relevant enrollment period.
Before beginning your studies, check from the Student's Desktop PAKKI that you have been admitted to the correct course implementation (check the number) of the cross-institutional course. Not everyone will necessarily be admitted – students will be selected based on the degree and degree programme priority principle applied at TAMK, and the number of attendees may be limited. TAMK's own students will have priority over cross-institutional students from the Tampere University unless otherwise agreed.
You can find detailed information about timetables and locations from the timetable engine Lukkarikone, https://lukkarit.tamk.fi/. Enter the course number (for example 5T00BJ53-3002) to the search word field.
Please, cancel your enrollment if you are not able to attend the course after all!
Police University College
To apply, go to the cross-institutional study service, pick your desired courses in your study basket and confirm your application for the right to study.
Cross-institutional students no longer need to separately enrol for courses offered by the Police University College (Polamk), as the application submitted through the cross-institutional study service also serves as a course enrolment. The enrolment deadline is included in the course details.
Please be aware that being accepted as a cross-institutional student does not guarantee admission to courses, because the number of places may be limited. Priority will be given to Polamk’s own degree students and exchange students. However, there is always a quota reserved for cross-institutional students in the courses that are made available under the cross-institutional scheme.
Students will be notified of their course admission by email. At the same time, cross-institutional students will receive guest access to Polamk’s Moodle environment and instructions for signing in to the course pages in Moodle.
If you enrol for a course but decide not to attend, please be sure to cancel your enrolment to free up your spot for others.
Course completion
Tampere University of Applied Studies
Attend the studies as instructed in the implementation plan and by the responsible teacher.
At TAMK, students will give course feedback on the course implementation or a part of it. The feedback is collected and processed by the responsible teacher. The feedback is used for developing the courses.
The teacher assesses the studies and enters the grade in the TAMK study register. You can see your grades in the Student's Desktop PAKKI.
Police University College
After you are admitted to a course, you can complete the course according to the instructions provided by the host institution.
At Polamk, students are expected to provide feedback on the courses they attend. The feedback is collected and processed by the teacher in charge of the course. Student feedback is used to develop courses.
The teacher will assess the completed coursework and enter the grade in Polamk’s academic record. The credits will be automatically transferred to students’ academic record at their home institution.
After course completion
Credits recorded at Tampere University of Applied Sciences will be transferred to students’ academic record of Tampere University and vice versa within 24 hours.
The credit transfer process takes place approximately once a month between the Police University College and Tampere University.

Your home institution will manage the accreditation of learning towards your degree.
Instructions for students at the Police University College
Admission to cross-institutional study
Students seek admission to courses available under the cross-institutional scheme by filling out the Open University’s application form.
- Select Search studies to search for courses. You can use the filters to narrow down your search.
- To access the correct application form, enter the course code (“Polamk-Tampereen yliopisto ristiinopiskelu) or the course name (“Polamk-Tampereen yliopisto ristiinopiskelu/cross-institutional studies”). Click Select and close the pop-up window. Please note that there is a separate form for applying for admission to courses offered by Tampere University of Applied Sciences (TAMK); please see TAMK’s Student’s guide to find more instructions.
- When you click the Sign up button, a pop-up window appears on screen. In the pop-up window, select Application form if you are able to verify your identity using your online banking account or a mobile certificate.
- Select Other if you are unable to verify your identity with an online banking account or a mobile certificate. Staff at Tampere University will contact you to agree on the verification of your identity.
- Fill in the required fields.
- Important: provide your Polamk email address as your email address, and type the name and code of the course you are looking to attend in the Message field. You can seek admission to multiple courses offered by Tampere University by submitting a single form.
- Save the form.
- Staff in the Student Affairs Office at Tampere University will manage the registration of your right to study. Please be prepared for a delay of a few days.
- Once your right to study has been registered, you will receive more instructions by email, for example, for activating your TUNI user account and enrolling for courses. Please be sure to read and follow the instructions!
Course enrolment and confirmation of acceptance
After you have activated your TUNI user account, you can enrol for courses. Please note that your admission to a course will only be confirmed once your enrolment has been approved.
Students enrol for courses offered by Tampere University through the student information system Sisu. Signing in to Sisu requires a TUNI email address and password. Before you enrol for a course in Sisu, you must have drawn up at least one personal study plan (PSP).
Follow these instructions:
If there is a limited number of places available on a course, priority will be given to degree students at Tampere University. Otherwise students will be selected based on the order of priority principles of each faculty.
Please note! Before taking courses in certain languages, students must complete a compulsory placement test that indicates their level of proficiency. These language courses are listed in the Student’s guide on the page titled Elective studies (Humanistic sciences). Information about placement tests is included in the curriculum. Placement tests generally take place once a year in August. Completing courses as a cross-institutional student
If your course enrolment is approved, you can complete the course according to the instructions provided by the teacher. If you enrol for a course but decide not to attend, please inform the teacher in charge of the course. Remember to monitor your email account as you will receive important instructions by email. You can sign in to the University’s virtual learning environments (such as Moodle, EXAM) with your tuni email address.
After completing courses as a cross-institutional student
After you have completed courses at Tampere University, the credits will be transferred to your academic record at the Police University College. Credits are transferred approximately once a month.
Please check your academic record at your home institution to make sure the credits you earned as a cross-institutional student have been recorded.
