The negotiations conducted by the national consortium FinELib have not reached a mutual understanding, leading to a situation where negotiations have ended. Negotiations will continue for year 2025.

Disagreements in the ASC negotiations have been so substantial that it is not possible to reach a consortium agreement for 2024. Negotiations with ACS are still ongoing, and the goal is to have an agreement for 2025. The potential consortium agreement would thus start on 1st January 2025 at the earliest.

Major problems are the responsibilities of the subscriber organizations vs. the responsibilities of ACS. There are also big issues with Terms of Use and data mining.

Without an agreement, articles published in ACS journals in 2024 will not be accessible through the library. Tampere University retains access to ACS journals from 1996 to 2023. This is due to the post cancellation rights included in the FinELib agreement.

If you are planning on publishing in an ACS journal, you may be eligible for support funding from the library. Read more about OA support funding in our guide.
