<p>Exchange students must register their right of residence with the Finnish Immigration Service (Migri), but the way to do this depends on your citizenship (select below).</p>


<p>EU and EEA nationals and non-EU nationals with a comparable status (EFTA countries) do not need a residence permit before arrival. However, as you will be staying in Finland for over three months, you will have to <strong>register your right of residence</strong> once you arrive. The registration should be done <strong>within three months of your arrival</strong> with the Finnish Immigration Service, however, citizens of a Nordic country register their right of residence at the local office of the Digital and Population Data Services Agency.</p>

<p>Please note that if you travel abroad within the first 90 days of your stay&nbsp;(before registering your right to reside in&nbsp;Finland), the three-month period will restart after you return to Finland. In this case, please remember to save all your travel documents. It is not specified anywhere what kind of travel document or receipts must be saved or what is a required minimum for your visit abroad.</p>

<p><strong>Submit or start your application before your stay has lasted over three months even if there are no time appointments available&nbsp;with the Finnish Immigration Service in near future or before the end of your exchange period.</strong></p>

Citizens of EU/EEA/EFTA countries

<p>Students arriving from all other countries <strong>do not </strong>need to register their right of residence with the Finnish Immigration Service (Migri), as you receive the right with your residence permit for studies. A residence permit allows you to live, stay and travel in Finland and to leave and re-enter the country during the validity of the permit.</p>

<p>If you have a citizenship of the non-EU/EEA/EFTA country, but you have already a valid residence permit for studies issued by another EU Member State, you have to submit an <a href="https://migri.fi/en/mobility-notification-to-finland">online mobility notification</a> to Finland already before your arrival, more information below.</p>


Non-EU/EEA/EFTA citizens

<p>If you have a citizenship of the non-EU/EEA/EFTA country, but you have already a valid residence permit for studies issued by another EU Member State, you have to submit an <a href="https://migri.fi/en/mobility-notification-to-finland">online mobility notification</a> to Finland already before your arrival and you are not required to register your right of residence permit for your exchange studies after your arrival. At this point of your exchange studies, you should already have a <strong>certificate of right of residence</strong> issued by the Finnish Immigration Service.</p>

<p>With a fee-based mobility notification, you can study on exchange in Finland for a full academic year or just one semester. For exchange studies that will last less than three months, a mobility notification is not required (however, a visa might be required). Please be sure to include all the attachments required for your mobility notification. The Finnish Immigration Service will not send you a request asking for missing attachments (sufficient financial resources, health insurance, a valid passport and a residence permit issued for studies by the first Member State) and your mobility notification will be subject to a processing fee.</p>

<p>The certificate of right of residence issued by the Finnish Immigration Service has to be presented at the DVV registration instead.</p>

Non-EU/EEA/EFTA citizens with a valid residence permit from the EU

<p>All exchange students are required to complete their <a href="https://www.tuni.fi/en/students-guide/handbook/uni/exchange-studies/information-exchange-students-university/registration-authorities-new-exchange-students">registration with the Digital and Population Data Services Agency (DVV)</a>, which can be done easily at the university during/after the <a href="https://www.tuni.fi/studentsguide/handbook/uni?page=5898">Welcome Week</a> (if a registration event is organised) or at DVV's office directly.</p>
